Invitations are issued based on the Central Waiting List for Subsidised Long‑Term Care Services, taking into account both waiting order and individual circumstances.

Applicants must be aged 65 or above and hold valid Hong Kong resident status. They must have completed the Standardised Care Need Assessment Mechanism for Elderly Services, with results indicating moderate or severe impairment, focusing on daily functioning, mobility, and care dependency rather than medical diagnoses alone. Applicants must also be on the Central Waiting List and not currently receiving any government‑subsidised residential or community care services, ensuring the CCSV serves as a suitable and timely alternative.

It is important to note that elderly persons currently using Integrated Home Care Services or Enhanced Home and Community Care Services are not automatically excluded. The CCSV was designed to broaden choices, not restrict access.

Application Process Explained: From Invitation to Service Commencement

With complete documentation, the application process typically takes around four weeks. The process begins when the Social Welfare Department sends an official invitation letter together with an application form and detailed instructions. Completed applications may be submitted by post, fax, or through the Voucher Information System for the Elderly (VISE) online platform.

The Social Welfare Department then assesses the total monthly household income of the elderly person and co‑residing family members, excluding assets, to determine the co‑payment level. There are six tiers, with user contributions ranging from 5% to 40%, while the remaining costs are subsidised by the Government. Most applications are processed within four weeks. Some cases may be selected for household income verification, in which additional supporting documents will be requested. Applicants are formally notified once the assessment is completed.

Successful applicants receive an electronic Community Care Service Voucher, as paper vouchers are no longer issued. Services should be arranged promptly, as vouchers that remain unused for six consecutive months will be automatically cancelled.

For the 2025–26 period, the monthly voucher value ranges from HKD 4,459 to HKD 10,664. Voucher holders may also purchase services from up to two approved providers concurrently, allowing greater flexibility in care planning.
